Steps the user ticks off themselves.
A list to work through. checklist is for steps the user does and ticks off: restarting a modem, the documents to bring, the first week's tasks.
Ticks stay on the device, under the signed-in user, so a shared phone does not hand one person's progress to the next. When every step is ticked and the block has on_complete, a button offers what comes next; it is the user's to press.
